The Conference “Local Tax System in Spain: The Problematic Case of the Tax on the Increase in the Value of Urban Land”

On 29 September 2025, as part of the Public Finance Law course taught to second-year students, the Faculty of Law had the pleasure of welcoming Daniel Blanco Núñez, researcher and lecturer in the Department of Financial Law, Faculty of Law, University of León (Spain), who had just completed a documentation and research stay in Cluj-Napoca.

The Faculties of Law in Cluj-Napoca and León have enjoyed for nearly a decade a close cooperation encompassing Erasmus+ Teaching Mobility exchanges, research fellowships, participation in international PhD examination boards, and publication of scholarly articles in the Cluj Tax Forum Journal.

The presentation, entitled “Local Tax System in Spain: The Problematic Case of the Tax on the Increase in the Value of Urban Land”, reviewed both the legislative Professor Daniel Blanco Núñez offered an overview of the legislative and jurisprudential aspects of a tax that is uncommon in many fiscal systems, as well as of its current perspectives.

All professors and collaborators in the field of financial and tax law attended the two lectures held in the Alexandru Angelescu Amphitheatre.
